1. Capacity Building

Afghanistan is in Transitional phase from Humanitarian and emergency to Reconstruction and long Term development,
For Long Term Development and Reconstruction of the Country is need to be systematic way through development of long term planning and strategies to achieve the long term development objective and sustainability and long term growth of the community in the Country.

The Local NGOs Reputation in Afghanistan is not good at the moment due to lock of experience of Local NGOs in provision of service to the community in a programmatic way and on the base of the need of the local community and proper engagement with all stock holder considering the transitional stage.
The role of the private sector in the past was very weak, current government strategy to archive the objective of development in the country is to promote the private sector in the country and this brought wider opportunity to the provided sector to quickly grow up. Due given opportunities created remarkable increase the no of local private companies and corporations.
In order to improve the capacity of the Governmental institutions staff to engage and follow up the process of long term development, Local NGOs to provide service the community on a programmatic way and the newly borne private sector in the sufficiently implement development projects in the county.

BDR is working on Capacity building program for Local NGOs, Government institutions and Private sector.
Training center is already established and we are in line with the one expert Agency in the US to assist us in the curriculum and also train our trainers and also assist us in training materials and provide continues consultancy support in this process.
This program will be started soon as possible.
The program will contribute to the capacity building process of the government institutions, Local NGOs, Civil Society and Private sector,

2. Women Development

The women are the most vulnerable part in Afghan Society, The process of sustained community development will not adequate focusing only one part of the community, so this make priority to improve and develop the vulnerable part of the women makes 50% percent of the population in our society,

By empowering the women through provision of Education, vocational training, Health care facilities, income Generation opportunities, and Skills trainings will give the ability to the women to participate proactively to gather with men in reconstruction of Afghanistan and this will facilitate for sustained development of the community.

BDR mission is to contribute in the process of sustained community development through programmatic way, which makes the priority to focus on the weak part of the community for improvement.

Promoting and improving the skills of the women local organization to provide sufficient service to the women in programmatic way, where the newly established women organization are institutionally weak in order to improve the institutional capacity of the mentioned NGOs in term of planning, coordination, project design, will give them the ability to provide service in sustained and programmatic way,

The program objective is to improve the capacity by provision of Technical and institutional trainings for women local NGOs in order to provide sufficient service to the women community.

3. Reconstruction
The existing infrastructures in Afghanistan are much destroyed during the war, where the schools building and hospitals and clinics buildings was the main target in the rural are during Russian invasion in Afghanistan,
Before the war there were limited water supply schemes in which existed in some areas, but those system were also destroyed during the war, the majority roads, culverts, and irrigation structures, are mainly destroyed,
After the changes due to 11 September millions of afghan refugees are returned to their villages, the need for schools buildings, water and sanitation and clinics building were more increased, there schools with out shelter, people in the rural are drinking polluted and contaminated water, where facilities for potable are not exist, the majority irrigation structures are destroyed which much affected Agriculture production which is the main in come of the population in the rural areas,\
Roads are the main facilities linking villages with main cities and markets which improve market access of the rural population in term their products, where at the moment the majority of villages has no links with district capitals and also the majority of roads in rural area are need repairing which brought much difficulties of road access for the rural population for shifting the emergency patients to the hospitals.
BDR is intend to provide service in the rural area through the following projects
• Water and Sanitation projects
• Construction of Schools and clinic buildings
• Construction of small irrigation structure
• Rehabilitation of Roads and construct roads small structures.





4. Health
The current distressed status of the Afghan health sector is symptomatic of almost 24 years of conflict and political instability in Afghanistan. The Nations health sector requires efficient planning, adequate resources and the constant re-assessment of need to be offset.

Afghanistan is one of the poorest countries in the world, with standard indices being amongst the worst in the world; the public health system is in urgent need of restoration and enhancement of its capacity. War and looting have destroyed or damaged many health structures, and it will require sustained long-term approach to rehabilitate these facilities.
According to WHO, one quarter of Afghan children do not live to celebrate their fifth birthday and half have stunted growth due to chronic malnutrition, the infant Mortality rate is estimated at 165/1000 and childhood mortality approaches 250/1000 in many districts, Water-borne diseases are rampant and life expectancy remains under 50 years of age in many areas, the maternal mortality rate is as high as 1700/100000 live births.

There is generally low immunization coverage in the country, specifically with regards to vaccination against measles, which has been identified as a key area of concern, Owing to constant displacement, stress migration, and inadequate, service outlets, access to preventive health care within the communities, is very poor, considering the above mentioned problems BDR is providing the following services in this sector.

• TBA Training in Remote Rural Area where no proper health delivery service is exists.

• CHW Training in rural Area

• Hygiene Education programs in rural Area.

• Establishment of Mobil clinics in Remote Areas.

• Operation of BHC clinics


• Establishment of Feeding centers for malnutrition



5. Educations, Vocational Training, and Income Generation
23 years of war in Afghanistan and 6 years of Taliban power has much affected the education sector in the country, specially girls education, the post tale ban term has given wide opportunity to male and female education in the country, low literacy rate in the country specially Rural are is playing key role in creating conflicts, crimes drug abuse of which has significant role in peace and stability of the country,

The limited cap city of the ministry of educating and the wide interest of the population with education in rural and the remarkable increase in level of enrolment in the schools has brought the need for more schools, where the government with the limited capacity is not in the position to full file the need of the community, this the job international community and Aid organizations to support the government for solving this problem,

There is still need for more schools to be established, there still need for teachers, school materials, buildings especially in the rural area of Afghanistan.

Lack of job opportunities for the population in the rural area increased the number of vulnerable families in the rural area, specially the returnees,

The program aims to improve livelihood security and economic opportunity for vulnerable afghan people. Its components include:

Program Principles

The following principles underlay all BDR’s programs

Poor-centeredness
As far as possible, the poor are to be at the center of most activities with which BDR is engaged. In all activities the poor should directly benefit.

Focus on Women
Programs should focus on women. Activities, of which women and children could benefit, as it is mostly women who are largely concerned with the welfare and development of children.


Participation and Empowerment
Programs should empower people to make their own choices and decisions, so that people gain confidence and competence in their individual and collective abilities. Through such participation, communities can actively work together towards their own empowerment.

Sustainability
Programs should be sustainable. That is, they should enable individuals; communities and institutions to create or continue to change.

Scale
Programs should involve strategies, which have implications for the largest number of people possible.

Environment
Programs should emphasize an awareness of the importance of the environment to human well-being and the economy, and promote environmental concerns.

Evaluations of Impact
Programs should include the systematic connection of information regarding the effect of activities on health, hygiene, sanitation, economic status, and institutional and behavioral sustainability.

Training
Program should include staff training within the organization and at independent training institutions. The organization is an outcome of the need for evolving a suitable community development response to the socially, politically, economically and above all psychologically affected communities that live in different parts of a war-torn Afghanistan.



Strategies and Plan for 2003

Afghanistan is a country that has endured over 20 years of civil war and numerous natural disasters. Over the last four years, the country has suffered a severe drought, which is regarded the worst in 30 years. As a result of the fighting and the drought, there have been large population movements both within the country and across the borders with Pakistan, Iran, Tajikistan, and Uzbekistan.

Afghanistan’s economy is in a state of collapse. Whereas once she was largely self-sufficient and exporter of agricultural products. Afghanistan’s productive capability is all vanished. The three-year drought resulting famine, the twenty-three years of war and enormous need to import decreased the economic capacity of the families and civil society. The deplorable state of the national economy and the destruction of basic infrastructure have left many people unemployed.

Following the defeat of the Taliban and the installation of a national interim government of Afghanistan appears to have entered into a new phase promising substantial chances for a lasting peace and stability. Expectations are that large numbers of refugees and internally displaced people will return to their places of origin. With most of its infrastructure destroyed, the people in Afghanistan need a substantial humanitarian relief and rehabilitation assistance and efforts to sustain its current and future population.

Human factor is a crucial aspect and component of development work and process. Only those policies, plans, approaches, and activities, can be considered as development, which positively affect the life of the poor. Development policies, plans and approaches must therefore aim at poverty alleviation. Based on this approach the organization considers rehabilitation and development as an integrated process, which cannot be separated into two stages, and will be achieved only by targeting the poorest social groups in the communities.

During 2003 the organization will deliver services in wider quantity with more focus and emphasis on the followings.

Participation and Contribution
Community participation and contribution will make a crucial part of the implementation process. Women are considered as direct participants in development and rehabilitation process. Participation is understood as direct involvement of community and local authorities in the process of identification, planning, implementation, monitoring and follow up of a project. Contribution is understood as financial and physical contribution of the community and authority for implementation of a project.

Gender Issue
Women comprise over 50% of the population in Afghanistan. With the key role they play in the basic social institution, family, their social position and conditions have a direct effect on children. This adds to the percentage of the population represented and affected by the social status of women in Afghanistan. BDR as a humanitarian bureau believes that without direct participation of women a real rehabilitation and development will not take place in Afghanistan.

Coordination and Cooperation with Government, NGOs and UN Agencies

The government authorities at central, provincial, and local levels will be encouraged to participate and formulate rehabilitation and development policies and plans. Prior to starting any project, consultation and approval of the government and local authorities will be obtained. The concerned government and local authorities will be kept informed about the policies, programs, and activities of the organization. The organization will promote the idea of professional coordination of NGO activities by the government, and will be willing to cooperate in this regard.

Lack of cooperation and especially coordination among NGOs both national and international has been a serious problem. If this problem is not seriously addressed and solved, it will have worse damaging consequences in the future. The organization stresses the urgent need of serious cooperation and especially coordination among NGOs. In addition, the organization believes that under the current situation in Afghanistan there is a great need for close cooperation and coordination between UN Agencies and NGOs. The organization will therefore have a general policy to implement all projects in cooperation with other NGOs and UN agencies and support initiatives regarding cooperation and coordination from others.
